 Ok now first, duplicate your layer with the picture of Anna on it, by clicking <b>Select > Duplicate Layer</b>  On this duplicated layer (top most layer) click <b>Image > Adjustments > Desaturate</b>.

Now it's time to add some Brush Strokes.  Once again, <b>duplicate</b> the <b>desaturated</b> layer, and this time go to <b>Filters > Brush Strokes > Angled Strokes</b>.  Use the following guidelines, Direction Balance: 100, Stroke Length: 25, Sharpness: 1. Play around with these settings to your liking.

Texture Time!  Make a new layer on top of all the other layers, and click <b>Filters > Noise > Add Noise</b>.  Use settings of, Amount: 400%, Gaussian and Monochromatic.

 On the same layer you just added noise to, click <b>Filters > Blur > Gaussian Blur</b>.  Use settings of about, 3.9 pixels.

  Now it doesn't look like much, but, now for the grade finale.  On all the layers <b>except</b> the original coloured layer, set the <b>Layer</b> settings to <b>Overlay</b>.  Viola, you now have Anna Kournikova like shes in a old picture.
